It would be a monumental exercise in passing the buck, if the board loaded all the blame on Arsene when the failings are clearly theirs. I just don't think that they would do that. Arsene Wenger is such a key part of their plans and it would be so stupid to wrongly make him the scapegoat for their own limitations, as it might well encourage him to leave. I think the money is there.
